HARC is the Hawaiian Acres subdivision association that manages the road dues paid to maintain the roads. Currently we barely generate enough funds to maintain the lettered roads and 1 road. Because Moho road is used as an emergency route, and public bus route, the county has fortunately paved and is responsible for maintaining that section of highly trafficked road through our subdivision. HARC is a separate entity from the community associate and operates with their own funds and board members. We are all part of the same community and we encourage you to pay your community dues as well.
*KEEP YOUR MEMBERSHIP STATUS UP TO DATE* According to HARC Bylaws Article II Membership:
Section 1. every owner of a LOT in the subdivision of Hawaiian Acres shall be a member of the corporation. (1) membership per lot
Section 3. Dues. A member shall be considered to be a member in good standing and entitled to vote in person or by mail, at any meeting of the membership, only if that member has paid dues for the current year. in the event that any member owns or has a legal or equitable interest in more than one lot, said member shall be entitled to as many votes as the Person owns Lots and for which the person has paid membership dues.
Less than 12.5% of lot owners paid the minimal road maintenance fees in 2018 and less than 14% of lot owners paid road fees in 2019. If you want to see our roads improved, its most important to encourage each other to pay their dues.
Out of over 4,000 lots in Hawaiian Acres, only 181 have paid dues this year. That’s a sad 4.5% of lot owners. If all lot owners paid the $80 road maintenance fees per lot, there would be money available to assist in graveling numbered roads. Currently we only receive enough to see a load of rock, a few hours of machine work and a few nonpaid volunteers. Regardless we still work with what we can and here is what we were able to afford and accomplish with the few dues, donations and transfer fees we did receive.
Road Stats for 2025
$30k on rock~ 905 tons = 55 loads
$2K on cold patch = approx. 11 tons
$960 on machine work + $500 on emergency tree cutting
This is your reminder that annual road maintenance fees of $88 are due now!
HARC attempts to maintain about 23 miles of road with gravel. (Lettered Roads). The remainder of the 75 miles of road are the numbered roads.
With the exception of Road 8 and about 1/2 of Road 1, Numbered Roads are the responsibility of volunteer community members.
If you drive here, you can see this is clearly not enough to keep your roads maintained.
Fortunately our dues are now set to become MANDATORY .
At the continued request of community members and the majority vote of our subdivisions members to mandate road dues, our dues are now set to become mandatory. The HARC Board is evaluating the legal process of attaining a declaration from the court for transitioning from non-mandatory road membership dues to mandatory road membership dues. More information will be available as it is available.

We are grateful for the work of our volunteers, road reps, and board members- all who dedicate hours of work towards improving our roads for our community for free. We wanted to highlight two “Hawaiian Acres Heroes” for their contributions this past year- Jack Russell Brauherr has been working for years to get the Hawaiian Acres Entrance Pōhaku restored at Kuauli Rd. Finally that persistence paid off! Mahalo to Mr. Brauherr for his hard work & dedication! If you want to mahalo & support his efforts, please consider a donation to the GoFundMe he set up to get a Pōhaku for the Ainaloa entrance.

Another Hero is Geneva Jackson who not only shovels gravel but also volunteers to help feed keiki & kūpuna in need. After a few weeks of slipping around in the mud during our Kaukau 4 Keiki summer food distribution she solicited the help of Trevor with T & S Septics LLC Excavating & Licensed Septic Services. Trevor donated time, labor, & materials to clear the mud, uncover parking spaces that had been covered for years, and put out 10 tons of rock to make it safer & easier for us to get food out to families. These improvements make it safer for our volunteer firefighters to do their important work & access the firehouse, water tank, and fire hydrant without getting stuck in the mud. Mahalo Geneva!
Bill 82-24

In 2024 Bill 82-24, introduced by our Council Member Matt Kaneali‘i-Kleinfelder, was passed by the County Council. This bill enables the County to spend public funds on private roads that meet certain criteria. Hawaiian Acres roads qualify! This program received $250,000 in funding for its first year & the application for this program became available a bit behind schedule in Sept. 2025, HARC has submitted this application in hopes to see its benefits work for us starting with Uhini Ana Rd. Uhini Ana road is a major ingress/egress for our neighborhood, the pavement on this road is over 40 years old & has fallen into hopeless disrepair to the point where school buses will no longer pick up students. The state of the road is due to the inability of HARC to properly assess road maintenance dues. We are hopeful that our application is processed soon, and we can get this boost we desperately need to keep this road passable while our road corporation does what it can to find a way to sustainably assess road maintenance dues in our near future. If this works well on Uhini Ana Road and this program continues to get funded, we will hopefully be able to utilize it to repair other roads in our subdivision as well.
Bill 38-25

Bill 38, also introduced by our Council Member Matt recently passed County Council. Those who have a homeowner’s exemption will be able to get property tax credits up to $250 annually for money paid to HARC for the 2026 tax year beginning in 2027. The final bill has additional internal reporting requirements for the County and a sunset date of 2037; it is awaiting the mayor’s signature and will become law at the beginning of next year.
