All Board members and Road Representatives are non-paid volunteers and members of our community.
The HARC Facts:
The HARC Board of Directors is made up of road fees-paying volunteers who are not paid for their time and services.
HARC is a non-profit 501(c)4 corporation.
Road fees are voluntary and are set at $80. It takes 10 people paying dues to purchase one full load (20 Tons, approximately) of gravel.
Less than 12.5% of lot owners paid the minimal road maintenance fees in 2018 and less than 14% of lot owners paid road fees in 2019.
If all lot owners paid the $80 road maintenance fees per lot, there would be money available to assist in graveling numbered roads.
HARC attempts to maintain about 23 miles of road with gravel. (Lettered Roads). The remainder of the 75 miles of road are the numbered roads.
With the exception of Road 8 and about 1/2 of Road 1, Numbered Roads are the responsibility of volunteer community members.

Matching Funds:
At the discretion and vote of the majority of the HARC Board, members in good standing can request HARC to pay for $200 of a load of gravel for numbered roads. The members pay for the balance of the load. Each numbered road is eligible only one time per year, if there are enough funds in the Emergency Funds account. This program has been suspended for the past 5 years due to insufficient numbers of due payers. The program may be initiated again if HARC acquires a minimum of 25% of lot owners paying dues. Contact your Road Representative for more information. The request for this $200 for particular portions of numbered roads is dependent upon the ability of adequate maintenance of the respective lettered road in order for a balance of funds to be available for “disabled” portions of numbered roads in most need of material.
